Is this an example of the power of unions in this country?

Plenty of organizations spend money foolishly, particularly on parties. This is a pretty glaring example, but I don't think it has anything to do with the union being a union. Similar crap could happen in a for-profit corporation, a city, a club, a non-profit, etc.
