When do guys tell 'I LOVE YOU'?

Boys and girls - I have been dating a very nice guy for almost two months now. We have committed relationship (he himself suggested that), he is very attentive, caring, respectful, gentlemanly, wants to know everything about me, we text several times a day, go out twice/thrice a week, have intimate relationship, he even said he showed my photo to his parents (they live abroad), he calls me dear, darling, my cute girl, etc........ however, he has not yet told me that he loves me. He IS a shy type, but i still want to hear your opinion, do you think this is normal, and he might need some time to open up completely? He is waiting to make sure i like him the same way he does me? or it's just too early at this stage to tell a person you love her/him?
